Russia Implements Mandatory Biometric Procedures for Foreign Nationals Entering via Key Ports
In accordance with the Russian Government's Decree No. 1510, issued on November 7, 2024, new biometric measures will take effect starting December 1, 2024. These measures mandate the photographing and fingerprinting of foreign nationals entering Russia through the following international airports: Sheremetyevo, Domodedovo, Vnukovo (all in Moscow), and Zhukovsky (Moscow Region). Additionally, the requirement applies to the road checkpoint at Mashtakovo in the Orenburg Region.
Exemptions to the Rule
The decree outlines several exceptions to this policy. The following categories of foreign nationals will not be subjected to mandatory biometric procedures:
Citizens of Belarus;
Heads of diplomatic missions and consulates in Russia, along with their family members;
Employees of diplomatic missions and consulates, as well as their families;
Officials of international organizations with agreements governing their stay in Russia, along with their family members;
Holders of diplomatic or service passports, or those entering for official duties, along with their family members;
Foreign nationals under the age of six.
This move aligns with Russia's broader efforts to enhance border security while maintaining exemptions for diplomatic and international officials. Authorities advise travelers falling under these categories to ensure compliance with entry requirements to avoid disruptions at points of entry.
