Elon Musk’s Starlink Agrees to Security Norms, India Licence Back on Track
Elon Musk’s satellite broadband company, Starlink, has agreed "in principle" to meet India’s security and data localization requirements, paving the way for its India launch. This agreement follows a series of discussions with the Department of Telecommunications (DoT), as the company aims to secure a Global Mobile Personal Communication by Satellite Services (GMPCS) licence for satellite broadband operations in India.

The GMPCS licence is essential for establishing satellite internet services and acquiring trial spectrum. A critical requirement for this license includes storing all data generated in India within the country, as mandated by DoT’s security guidelines. Starlink has committed to complying with these rules, marking significant progress after delays in the licensing process.

The development aligns with a broader geopolitical context, as US president-elect Donald Trump has expressed interest in involving Musk in his administration, which may give Starlink additional influence for expanding operations internationally, including in India.
What’s Next for Starlink in India?
While Starlink has agreed to the security norms, it has yet to submit formal documentation to DoT. Once approved, the satellite broadband provider would proceed with acquiring spectrum at a nominal fee, provided under GMPCS licensing rules. The Telecom Regulatory Authority of India (TRAI) is also working on pricing and spectrum allocation guidelines for satellite services, consulting stakeholders to finalize the framework.
Starlink first applied for the GMPCS licence in October 2022, alongside similar applications from Amazon’s Kuiper project. Space regulator IN-SPACe has been working closely with both companies, addressing queries and collecting information required for regulatory approvals.
With these recent advances, Starlink’s entry into India appears closer, pending final approvals and spectrum allocation rules expected from TRAI in the coming months.
